Brunel Pension Partnership (BPP Ltd), is a newly formed company which will undertake investment work for ten Administering Authorities of the Local Government Pension Scheme, namely those which operate the LGPS Funds of Avon, Buckinghamshire, Cornwall, Devon, Dorset, the Environment Agency, Gloucestershire, Oxfordshire, Somerset and Wiltshire. The collective assets of the pool are approximately £25billion. The business will be based in new offices close to Temple Meads, Bristol.


Moon Consulting has been appointed to establish an executive management team, and is now seeking to appoint a Chief Compliance and Risk Officer (CCRO) to deliver and maintain the business's compliance and risk management framework. The CCRO will manage and oversee the compliance and risk strategy, policies and procedures. This role is a board-level position that requires an individual to construct and oversee a culture that delivers BPP Ltd's high business standards and meets its regulatory obligations.


The CCRO will report to the Chief Executive Officer and independently of its CEO reporting line, the CCRO will also report to the Audit, Risk and Compliance Committee (ARC) Chair; a role which will be held by one of BPP Ltd's Non-Executive Directors (NED). The CCRO will have one direct report within its Compliance and Risk Directorate and manage as a holder of Significant Influence Function and in conjunction with the remainder of the executive team, BPP's continuing obligations to its Clients, regulators and the market and must comply with the Statements of Principle and Code of Practice.


Duties specific to the CCRO role, include (but are not limited to);


Managing the oversight of BPP Ltd's services and operations to ensure its continuing compliance and the development, direction and maintenance of BPP's risk management and control frameworks regarding relevant best practice, legal and regulatory standards.


Researching and understanding current applicable laws, regulation and requirements of the FCA and disseminating information throughout BPP Ltd as appropriate and monitoring regulatory changes, being accountable for the relevant implementation activities to ensure BPP Ltd's ongoing compliance.


The provision of advice and reporting to the Board, the ARC, and the CEO on: Identified known, and possible, risks to BPP Ltd and its business plans; The effectiveness of internal control and risk management frameworks; and requirements for, and outcomes of, internal and external assessments, including audits.


UK-based travel, mainly London, and occasional international travel primarily to North American and European destinations.


We are interested in talking with applicants with demonstrable experience within a compliance and / or risk management role, ideally as a leader within an FCA-regulated Investment Manager with a reputation for professional scepticism, courage of conviction and independence. You will have experience of supporting a business through a rapid growth and / or restructuring period, with knowledge of accounting standards and principles and of an Investment Manager's regulatory and legal responsibilities and obligations. You should be able to become an FCA Approved Person, demonstrate fitness and propriety and continue to meet such standards. In addition, you will have recent experience of IT standards and system structures, sufficient to ensure a strong stance on maintenance and compliance.
